Profile Summary
The principal consultant, Paul Reglinski, has mobilised over USD 450 million in funding for humanitarian and development programmes through competitive bids. Since 2008 his career combines director-level field roles in Afghanistan, Jordan and Mali; Head of Mission roles in Bunia (DRC) and Libya; and technical MEL leadership across North and South Kivu in eastern DRC.
From 2020 - 2025, in a senior business development role based out of the UK, he secured more than USD 300 million in funding from US, European, UK and multilateral donors across a range of technical sectors in West and Central Africa and Ukraine. ​
He has worked for Mercy Corps, ACTED, CESVI, Finn Church Aid and the UK Department for International Development (now FCDO).

- Eastern DRC (North & South Kivu): Directed country-wide MEL and analytical systems supporting a portfolio exceeding USD 100M, including major multi-sector assessments, monitoring and evaluation reports integrating GIS analysis and mobile data collection.

- Sahel (Mali and regional): Oversaw portfolio-wide internal evaluations across humanitarian response, peacebuilding and women’s political empowerment programmes, and led / authored major quantitative needs assessments informing programme design, including studies supporting Food for Peace and Sahel Response Fund.
- Jordan: Oversaw internal programme evaluations informing ACTED’s country strategy, alongside multi-agency urban WASH assessments contributing to the Syrian Crisis Regional Response Plan.
